Troubleshoot: Gigabyte P45 UD3LR no POST

Requesting assistance in troubleshooting a said previously working board I just received from a member here on the forums.

The Board: Gigabyte EP45 UD3LR

The others:
Brand new E7500
Brand new OCZ Vendetta CPU cooling
Brand new OCZ modxtream 500W Modular
Antec Sonata II
----
OCZ Platinum PC2 8500 2x2gb
GTX 260

Problem: (Even tested with bare minimum of components (PSU, HSF, CPU, mobo) on cardboard, screwdriver to power on, etc.)

Computer powers on, and shuts off ~3 seconds. Then powers up again, and cycles in a constant on 3 seconds, off 3 seconds loop. No speaker beeps, no diagnostic tools.

Any ideas?

You may need to clear CMOS. Depending on the previous owner's setting (and overclock), if s/he didn't reset the parameters to default the board may keep attempting to boot at the previous configuration. Consult to the manual as to how to clear CMOS.

Update:
tried clearing CMOS, turns out that is not the problem.

After cutting power to certain areas of the board, we've come to the conclusion that it does this strange cycling when the CPU receives power. When we cut power for the CPU, the mobo stays on.

FYI, we did find two bent pins upon arrival, which we carefully moved back into place. Before we send it in for RMA, can I get a second opinion on if this is the case?

I'd say that's a problem, it's probably not reading the CPU.

I had a gigabyte p35-ds3l start doing the same thing. Just started doing it one day and I had not touched a thing inside the case. I googled around and found many threads involving gigabyte motherboards doing this same thing. I never did find a solution.

Weird....we narrowed it down to something involving CPU connection though. Sounds like this isn't an isolated case then. Thanks for the replies!
