Trouble with ext. usb hdd

I just bought an 2.5 in 60 gb ide hdd and a enclosure for it, hoping to use it as external storage for my laptop. I installed the drive in the enclosure, pluged it in, and it was recognized by windows as a usb mass storage device, but after that, I get a message saying the device will perform better on a usb 2.0 port. Problem is, all my usb ports on both laptop and my desktop are usb 2.0. Also, drive isnt showing up under My Computer. Ive got both usb cables plugged in (one for data, one for power) but still cant find the drive. Is there anything I can do to get windows to show this drive so I can use it?
 
OK, a reformat took care of windows recognizing the drive, but Im still getting usb 1.1 speeds when its supposed to be 2.0. Any Ideas?
