Basically it won't post. At all, I've tried all sorts of combinations and the all of the other subcomponents check out. It ended up posting when it was turned on while the board was set to flash the bios. However, the manual says this is BAD and also by having it set to reflash I simply can't change any bios settings.
Some on the msi forum says that a 400watt PSU with 18 amps on the 12 volt isn't enough, and that somehow by having that reflash set that the initial amps needed to start the computer are less. The 400watt psu is by rosewill, if thats any help.
So I guess my two options are to
-rma the board
-buy a new powersupply
if the new powersupply didn't work, then I've wasted about 50 bucks that I wish I hadn't. What I really want to know is just how likely is it that I'm facing a power supply problem.

MSI K8N neo2 platinum
3500 939 socket amd 64bit
512 megs of patriot low latency ram
Radeon 9800 pro
Raptor 74gig harddrive
Cd-rom
floppy drive
