Trouble starting up computer.

So I have a gigabyte x79 ud3 motherboard and I have trouble every time I try and start it up. I press the power button and can Lights blip very quickly and then turns off. Trying to press the power button again does nothing. I then have to turn the power supply switch off and discharge the system. Turn the power supply switch back on and hope when u press the button it’ll actually turn on. More times than not it doesn’t though. I repeat this process till it finally turns on. When on runs perfectly fine. Anyone ever see this problem?
 
Unplug everything and do a basic setup with one stick of ram, onboard gpu if you have it, no hdd and, make sure the one stick of ram is in the correct slot for that configuration. Try to boot, if no joy, try a different stick of ram. Unplug and replug cpu fan/main power on mb. If successful, add one more part back in, booting after each addition.
