Trouble installing Windows XP

Basically I piled a computer together from last generation stuff (it's a sempron system).

When I go to install windows, it makes it to the first blue screen, and loads up all the files on the bottom status bar thing. It then displays the "Windows is restarting" (or something very similiar, I'm not near the PC) message and holds up on that. I'm wondering if it's an issue with my computer's ability to restart.

Does the front panel restart button have to be engaged or something? I thought it was an automatic process, as in it restarts itself and begins to install.

Any help would be greatly appreciated. Thanks in advance
