Tricky Shelving Install

I've been tasked with re-installing some shelves for a lady friend. These shelves are quite large and heavy, probably about 30lbs without anything on them. They are also deep so they put a lot of moment on the wall.

She originally paid a handy man to install them and they pulled and fell. To me it looks like he tried to go right into the stud but just caught the edge and missed. Here's where it gets tricky, I think the walls are just built over 3/4" or 1" furring strips over a block or brick wall.

I'm was planning on changing the brackets out for heavy duty ones rated for me weight. The brackets call for a 5/16x1 1/2 lag screw but I don't think the furring strips are that deep. I can't use toggle bolts into the drywall because they won't have enough space behind them to open up.

Any ideas? I could use some tapcons and go through the drywall and stud into the block/brick/concrete but the heads are too small so I'd need to use a washer.
 
buy some 3 and a half inch masonry screws BAM! through the drywall through the stud into the brick should work if you are right on the thickness of the stud.
 
I'd probably go with the tapcons. You get those set and damn sure the shelf isnt coming down and thats really the end result. I assume you can get them mounted up such that the washer would be concealed?

Not completely. I can probably rig something up but it may not look great. I'll have to bring her to homedepot and see if it's cosmetically acceptable.
