If he's talking about what I think he is, it's a teen sized bike.
The seller is an idiot. There is no such thing as 24" wheels, it has 26" wheels and the frame size should be somewhere at the bottom of the seat tube.
Actually, there are 24" wheeled mountain bike-type bikes. They're a stopping point in frame size increases for kids as they grow up.
And actually, in the Trek 820 series, which was produced in the early 1990's, there is one frame size, the women's 15.5", that did indeed have 24" wheels.

What are you wanting to do with it? That thing is ancient so unless you are getting it nearly free and just want a commuter pass.
