Transfering OS to a brand new hard drive (on the same computer?)

Is it possible to do a fresh install of the very same OS (with the same exact license) on a brand new hard-drive added to an existing computer?

So I would have the first install of the OS on the first hard-drive....

then add hard-drive #2 and do a fresh install on that one.

Eventually my plan would be to transfer some files from drive#1 to drive#2 then disconnect drive#1 and just have drive#2 be the sole drive for the computer.
 

If you are using a desktop, and if it has the room for a second(slave) hard drive, then you could use xxClone to make a cloned copy of your C drive. Be sure to use the CoolTools feature to make the slave bootable.
 
Just wondering where the mobo BIOS is stored? It's not stored in the hard drive right?

So If I add another hard-drive and do a "fresh install" can leave the BIOS alone?
