Transfer files from one hard drive to another without Windows.

I have two SATA drives. One is filled with data and the other is empty. Neither has Windows or any O/S installed. I'm trying to move/transfer the files from one onto the other. Is there a way I can accomplish this? Thanks.

Plug them into a system that does have an OS. Your going to have to plug them into a working system no matter what if you want to move files around so it might as well be one with a fuctioning OS.

That or use a Live CD of any Linux distribution of your choice.

Or, find a DOS based disk utility like Ghost or the Acronis DOS tool.
