As if you needed me to tell you that. Toronto police have been caught with their pants down after a memo leaked exposing what people have long suspected. Traffic cops have a ticket quota.

“Being a TRU officer comes with its perks; however it also means there are expectations,” says the April 25 memo. “As of this date: the enforcement officers are expected to write a book a day. The accident car officers are expected to produce at least 10 tickets/day if they have no collisions.”

No shock. The only time I see my local police on the road is the last week of the month. It's a dumb system that just turns police into glorified tax collectors. They need to focus on people driving aggressively or recklessly, not the dude going 10km over the limit.

How difficult is it to feed the meter and to only drive 5km over the limit?
 
Here they get around the quota thing by enforcing that a certain % of people that get pulled over have to be issued a ticket.

It basically means that from the 1st-15th you might be able to skate by with a warning for 15mph over, but by the 30th they're ticketing for 9mph over.
 
Who cares? Shit like this has happened since civilization. No one will do anything.

The people that suffer from these policies are too poor to do anything and the people that can are worried about maintaining what they have and getting more.

lol. Don't get a ticket in Long Island. A friend got a ticket for not having a valid copy of insurance coverage and needed to provide proof in court.

Now that's OK, his fault, but, they wouldn't take a printed copy, faxed copy or mailed copy of the insurance cards. He needed a letter from his insurance company, on official letterhead, with an ink signature proving he has coverage. LOL.

The city is making it impossible for you to get out of a ticket. Easier to just pay them or lose days in productivity or work.

That assumes that some cop who has not met his quota, on the last day of the month, won't pull you over and ticket you for speeding when, in fact, you were not speeding.

It also holds the law as the ultimate truth. The stated purpose of the law(we won't get into the reality) is to increase safety. Blindly following a rule book doesn't increase safety. In fact, it can work against safety. We're thinking animals, and thought should go into our daily lives. If you aren't thinking, you aren't human.

There is a division of the police dedicate to catching criminals. Traffic division; that is their job - to enforce the traffic laws.

5mph over is breaking the law - thereofre you are a criminal and fair game to be stopped.

they could write no tickets which would severly impact their budget and cause you to have way less officers to put towards real crime

I know someone who's a cop here and he can confirm it too, though it's not so much a quota, than a suggestion.

Basically, they KNOW that a large majority of drivers speed or break rules, while you can't catch them all, they want you to at least catch NN amount per day, hopefully sending a message to others. One person will tell their friends they got stopped for 10 over, the others may decide to start paying more attention to their speed.
 
I wrote 4 tickets this month; well below my "suggested amount if productivity"; and the powers that be will do what? Nothing, because quotas are illegal.

For example, I was once pulled over because the cop had seen me flick a cig out of the passenger side window. A few problems: I do not smoke, the passenger side window was up and it was a crank window, so I did not have the time or opportunity to roll it up. I was clearly pulled over because I was driving a crappy car in a nice neighborhood (I was in school at the time and was on my way home from babysitting for a rich family).

i was stopped one time for a busted headlight that mysteriously started working after i stopped. the cop finally admitted that he thought i didnt seem the type to be driving a cadillac, so he stopped me. it was my cadi, and i was 2 blocks from my house. i didnt really complain tho, it was midnight and i was OK with the fact that the cops would stop people in my neighborhood just to make sure they were legit.

that cadillac got stolen out of my driveway a couple years ago. where was that damn cop then? grrr.

I'm 5 for 7 on legit traffic stops, 2 were trolling, one was laaaaaaaaaaate at night on college campus

one of the legit ones I was let off anyways with a stern warning for going 30 over on a sportbike.
