Who do I pay to ....In La would it be Superior Court County Of Los Angeles or to the city clerk...

If you mean the $29 fee in addition to your ticket, it should go to the Superior Court. Check should be payable to "LAMC" I believe. Then they'll send you information on the eligible schools. You finish the course and mail in the certificate copy that you received.
