Tracing software?

I'm trying to draw something on my computer using a mouse, looking at an image. Drawing with a mouse is hard like whoa. Is there any program out there that would let me have, say, two mouse pointers? I could set them a few inches a part, and trace over the image with the main pointer, and the duplicate pointer would be over MSpaint or whatever making a duplicate of the image.

Basically like the clone stamp in Photoshop, except for Windows in general so I could trace an image into paint, artpad.com, whatever.

Obviously not expecting it to be picture perfect. In fact I don't want to cheat and trace the whole thing, just a bit of a guideline for me. I'll use my art skillz to do the rest.
