If I want to run a Tracert from the Command Prompt, is it necessary to disable my Firewall first ?

Depends on what you have it setup to filter.

IIRC traceroute uses some high ports(30000 something), TCP and UDP, as well as ICMP.
So it depends on how your firewall is setup.
