No. From what I recall in discussions around Steam's 30% cut, Steam does not charge if a developer requests keys for use on other platforms; however, that does provide a specific set of keys and not the ability to generate keys on a whim. This is why stores such as GreenManGaming or Humble Bundle can run out of Steam keys at times.
 
Troy engine is horribad. It is complaining about graphic framerate only when it is on enemy faction turn, like when you are waiting for computer to finish all the other factions. Changing from ultra to hogh made no diff.

Also when you run the game for awhile, it becomes sluggish for some reason. Have to close and restart it.
