Toshiba DVD-ROM drive - Having Problems Setting the Region

So i just reinstalled my Toshiba DVD-ROM drive into my rebuilt nforce2 setup runnin XP.

I tried playing a DVD and it says i have the incorrect region specified.

When i go into the properties for the device it says my Current Region is: Not Selected. I have 2 changes remaining. When i try to select a region it says the following:

"Unable to update region setting. Please make sure the drive contains a region 1 media in the drive and have administration privilige"

I have the Band of Brothers disc in the drive and I am logged on as administrator. Any ideas?
