Can someone tell me why Torrent programs (in this case Utorrent) steal all the Bandwidth even if they aren't downloading or uploading at full capacity??
is there any way to stop this?

Torrents are horribly inefficient compared to a direct transfer because they're constantly transfering information among the peers and the tracker to keep those things up-to-date. You may be using up 300k/s in bandwidth while transfering at 30k/s if there are tons of peers around that you are connected to. If you're asking something else, I'm not sure.
 
Yea thats my problem. This one torrent is so inefficient i'll be downloading at 0.2kb/s and the remaining 27kb/s is useless at surfing. Is there anyway to clean it up a little?
 
You can limit the peers, but then your rate might drop more, but it should free up a little extra bandwidth.
