There are very, very few basements in Texas. The water table is too high. It's the same way in Florida and a lot of the rest of the South that's close to the shore.
Some houses and buildings do have dug-in shelters, but that's a rarity too usually. You just have to go kiss the bathtub and throw a mattress over yourself and hope for the best.
Even where I'm from in Indiana, the basement doesn't help much when the rest of the house falls on top of you. You still have to shelter in place and protect yourself from flying and falling objects.
Don't forget also that smartphones can access those websites and social media... if I'm in kissing the bathtub, I'm sure as hell taking my iPhone with me so I can find out what's going on around me while I'm sheltered.
EDIT: Also, stay safe TX folk... Arlington already declared a state of emergency, and scanner feeds are reporting hundreds homeless and lots of gas leaks.
