Yup, it is called a fractured penis. Not common but it happens, never heard of the skin bursting though.

Priapism is a whole other problem. Happens when you sever your spinal cord, you get an erection. We see them every so often with accident victims. We always tell the interns it will point to the side of the body they fell on.
