When I took drivers ed in NY (last year), the written test was given at the end of drivers ed and only if you passed it could you get the card that allowed you to take the road test.
When i got my permit;in 1974, it was the same here,then,LOL.
I took drivers ed in 1975;and when i turned 17 was able to take,and pass my drivers test,
and get a Full drivers license,because i passed drivers ed!
