It sounds like you need to replace the internal valve/float assembly. These devices are only about $6.00 at your local Home Depot store. Then again, a plumber might charge $200 to fix the same thing on a Sunday.

The chain that lifts the flapper probably has a kink in it. Undo the kink and you'll be all set.
