I actually work as a translations engineer in telecomm, so naturally I found this pretty interesting. 🙂

It is your option to pick up or ignore the call. You can even turn off the phone as you see fit.

Why throw away the OPTION of being available at your discretion?

True, but if they know that you have a cell phone they'll get angry if you don't answer when they call.

No phone = no excuses needed for not calling back.

most people dont. the ones who do get upset: i tell them to get over it. my phone, my time, ill answer if i want to. theyll get the point when you ignore their calls entirely.
 
I had a nkia 100-series handheld. About the size of a large cordless phone now. That was in umm.. 1988 or so I think it was. It was 'borrowed' to me by a field tech from a cell company in my area at the time. He let me use it for the hell of it. Funny thing was it had a '0000' phone number.

I had to watch who I let have the # though, didn't want to let him get in trouble.
