I booted my desktop this evening and walked out of the room. When I came back the system was on but there was no video.

Long story short, I have disconnected EVERYTHING except:

Power supply connections to motherboard
Video card
monitor cable
processor and cpu fan

Now, when I boot it with the video card in it makes about a dozen "tocks" (not ticks) over about 15 seconds. It then reboots and makes the normal single beep. If I boot it without the video card it makes a single tock (sometimes two).

So to me this has to be either the video card or motherboard, but I have no idea which. Anyone have any suggestions?

Hey dwarf, remember me from the CS:S server?

Anyway, to me it sounds like a power supply issue since thats really the only think ive heard that will make click sort of noises except a fan that has seized, have you checked to make sure your fans are spinning?

Yup, all fans are spinning. I also tried jumping the power supply and it is not making the ticking.

Im trying to think of what could be causing your issue when other than a bad capacitor or very unlikely an arcing somewhere. I assume you have reseated the companants and all that jazz?

Update: Got a new motherboard with onboard video. I could not get it to output video from the video card, so it would seem that the vid card is bad (and the old motherboard might be as well, no way to tell at the moment). Hard drives are also acting a bit screwey but that could be the new motherboard.
