Generally you still have to choose a long distance carrier to dial long distance (you don't have to have a long distance plan, but you do have to choose one). I refused to choose a long distance carrier on my home line and I am unable to make long distance calls except for toll free numbers, so I just use a calling card (or my cell phone the majority of the time) if I have to call long distance.
But in answer to the OPs questions, you can receive them just fine with local only service.

a guy here at work uses a calling card for long distance just because its cheaper.
