If you were head of a big company, who would you appoint to suggest upgrades to hardware and software?

What is the job title?

What college degree does this person have?

I'm just curious about what qualifies a person to apply for [insert correct job title] to suggest and purchase upgrades for a company's facilities.
 
A college degree in finance would be my preference. In business it's not about making the best upgrade it's about making the most profitable upgrade.
 
Generally the IT people will recommend what they want to do. Then they have to sell their plan to the executives depending on how much money is involved. If the executives go for it, then the IT people tell the purchasing people what to buy.

In a big company, the purchasing people have about zero input into what type of technology will be bought. All they do is handle the paperwork of getting the order placed.
