well...i think it kind of doesn't make a difference what we say in this thread since each area will be different. Some people have great connect speeds which can be attributed to newer coax lines, newer drops to the house, etc. But then there are people who live in older neighborhoods with 30-40 year old lines that just will not hold a signal for more than an hour.
if I were you, i would check the house u are in now and neighboring houses. Maybe a neighbor next door has it and you can ask first how their service is doing. Often times, if their service has not been down often, yours won't either.
as for download/upload, TW RR here in upstate NY is offering 2Mb (~250KB/s), I've hit higher actually. Uploads are at 384Kb (~48KB/s) roughly, which is about right. Upload is pretty crappy, but since I don't do much uploading, it doesn't affect me much. Price wise, I don't think they can be beat. Free NIC/modem with monthly service charge. If service goes down, credit is offered to compensate.
