"According to a leaked internal memo, Time Warner Cable is testing out tiered bandwidth caps in their Beaumont, TX division as a way to fairly balance the needs of heavy users against the limited amount of shared bandwidth cable can provide. The plan is to offer various service tiers with bandwidth fees for overuse, as well as a bandwidth meter customers can use to help them stay within their allotment. If it works out, they will consider a nation-wide rollout. Interestingly, the memo also claims that 5% of subscribers use over 50% of the total network bandwidth."
 
Where I am, speeds are so slow at night I'll just download at night to save myself some money! Time Warner blows...

i dont really have any complaints about them where i am, i have the 8/512 plan which is the fastest i can get, woudl like more upload tho
 
I am willing to bet that not one person will pay less than they are paying now. Nor will they get better service.
On the other hand Time Warner will make more money.

If it would end up with people using very little paying less and people down/uploading all day long paying a little more, that's fine, but the reality is that it's going to result in people downloading very little continuing to pay what they pay now, and people who download more paying more. TWC wins, consumer loses.

It shouldn't have been really any surprise. Look at every single other utility that comes into your house:

Water/sewer - Pay per amount used.
Electric - Pay per amount used.
Gas - Pay per amount used.
Cell Phone - Pay for minute plans with fees for overages.
Home Phone - Pay per minute/minute plans/or pay for unlimited package.

I've even lived in towns where you paid by the bag for garbage disposal.

It really is the "fair" way to go. Problem is that the people getting screwed with the plan will be the lower volume users who are supporting the costs of the power users. These people are the shouldering a burden of the costs and using a fraction of the bandwith.

They'll have limit restrictions put on them and likely won't see any discounts for their lack of use. It'd be nice though if Warner came back and said they'd cut their bills by $10-$15 a month for the tradeoff of giving them a hard cap on downloads.

It will be interesting to see the fallout in households that have a teenage kid downloading hundreds of gigs of porn and movies answering to their parents as to why they keep hitting their bandwith caps each month.

This was ORIGINALLY posted at BBR.

Basically, there was one person that hit it on the nail over there... currently this is to curtail the 5% of the customers that utilize more than 50% of total bandwidth (total NETWORK, not node or individual). Basically to ease the strain on the network right? Of course once they take care of that 5%, then there's the next 5% which is now taking up 50% of network bandwidth... and so on and so forth until EVERYONE is paying per-byte. Per Fat Bastard: It's a vicious cycle.

This sucks, because I was thrilled to get RoadRunner after moving up to NY where I learned the standard tier is 10Mbps/1Mbps, and yes, I get that even during prime-time. Hell, I just signed up for Netflix last night specifically because I can watch movies online now. If this rolls out from TWC up here, I'll be pissed. It's bad enough that I have to opt-out of their stupid DNS-redirect portal all the time...
