I don't know where you're from.
When I went to work, I used go to before 9. A lot of hte business people at my company showed up before 9. But I was an engineer. So I started showing up at 10 instead. The truth is while carpool ends at 9, there's a buttload of traffic at 10 as the engineers go to work then. Maybe that's also because I live in Silicon Valley.
If you go early enough around 8:30, there's still plenty of traffic. When the carpool lane ends at 9, there's actually the least traffic. 9 - 930 offers an easy commute. As you approach 10, it gets heavy again.
I've driven up to Redwood Shores (Oracle) around 11 on the 101, and it jams like crazy too then. Ugh.
My pick is 2pm. 1pm has the rush back, but I used to take lunch breaks 1 - 2, and it's decent around then.

Just within 15 miles of my house in lower NY the traffic patterns can vary so widely depending the road and direction. It pays to explore different routes to find what works best
