I am running the newest release of Gentoo, but I just can't get the stupid time to stay correct. I set it using date, but everytime I reboot it's wrong again. Is there any way to fix this, like make it stick?
how much does the time change each time? Is it random or consistent? Does it only change when you switch from windows to linux or vice versa, or does it change when you reboot from linux and go immediately back into linux?

Since you are in the pacific time zone, it sounds like linux is set to interpret the hardware clock as GMT. When you dual boot, it should be interpreted as local time to avoid what you are seeing. The procedure for changing it varies between distros.
not sure but you could also check with the board mfg to see if the time is handled by a chip which may be bad...could be a long shot but an ibm netvista had that go bad...needed a new board though as the chip can't be replaced
