ti4200 tv-out: is this normal?

I have a 128MB Geforce4 ti4200 with s-video out. I have it connected to my tV first by a s-video to rca adapter then to the tv. The adapter is an inexpensive one I got off ebay. The output on the tv is kind of hard to describe. I see a horizontal bar of distortion slowly move up the screen. another bar follows a little bit after. They are as if in a pair, because it repeats. I would compare it to an extremely slow refresh rate. Another way of putting it is that it looks bad. For all practical purposes, it is unwatchable.

The rca cable previously worked perfectly with my old GeForce2 MX400 with rca out. And I have also tried an alternative cable with the same results. So I am wondering if this is a typical experience with using a s-video to rca adapter.

I have a higher quality adapter that did not fit in the s-video hole, so I ground the hole big enough for it to fit. Unfortunately, I didn't check if it would fit through the case, which it doesn't. So before I take out all the other components to grind that as well I wanted to find out if my experience is normal.

Also worth mentioning is that recently, before my modification, trying the tv out would cause lock-up's and screen stuttering with the computer. Strangely it seems to be associated with ZoneAlarm. When the cable is unplugged things run fine. When ZoneAlarm is turned off things run better, but not really good.

I am using windows 2000 sp4 with drivers 44.03. The newer drivers cause artifacts to show up. I am not overclocking. Games run fine.

If anyone could give me advice on what to try or tell me if my tv-out experience is typical of s-video adapters, it would be appreciated.
