Most likely... but nothing is guaranteed.

With a 166 FSB and stock 11x multipler your XP1700 would be at 1.8GHz. That should be attainable, but if it isn't you may have to drop to a 10x or 10.5 multiplier.

I recently picked up a XP 1700+ from newegg, and got a DUTC3 stepping, which I think is a "B", but not one of the 1.5 volt DLTC3, which are supposed to be better for overclocking. I started mine out at 9x166 with my Kingston PC-2700 Valueram, and it read as an XP 1800+ (clocking 1.50 Ghz). The temp was only 33.5 degrees Celsius with the case open. I went to 10x166, then 11x166 for XP2200+ level. Ran that way for a while, and had temps of about 38 C. So I finally upped it to 166x12, increased the vcore to 1.625 and am happily at 2.00 Ghz. My temps are around 39 C at idle and I haven't seen them go over 43 C under load. I am seriously considering grabbing another Thoroughbred from newegg for $42 and replacing my Palomino XP 2000+. I know it will run faster and cooler. Just not sure my Crucial PC-2100 ram can cut it at 166 fsb. Don't really want to have to spring for another stick of Kingston. ($42 + $59= $101, my wife seems to notice when the upgrades are over $100

) I may have to give it a try though. I believe the KT3 Ultra2 1/5 divider kicks in at 153 fsb, and maybe my Crucial PC-2100 can hit that.

I have heard of a lot of older Crucial PC2100 that ended up overclocking wonderfully. I have even heard of some of it going well over 200FSB. The KT3s divider does kick in either at 153 or 155, but your PCI bus would be underclocked.
