Thoughts on this rig

I'm looking at buying a gaming rig someone else has custom built. The problem is I don't know shit from shiola, so I'm hoping if someone can tell me if this will be worth my time / money, what kind of problems you may foresee with this setup, et cetera. Imagine you're talking to a 4th grader about this. Basically, I'm salivating over Fallout New Vegas and I'd rather get a PC then a PS3 or Xbox. Other games I'd probably want to play would be Oblivion, Morrowind, Final Fantasy XIV, and so on and so forth. Can this get the job done? What do I need to know about it? The asking price is about $400 plus shipping. Here's the rig, I'll just paste the entire ad:

i have a hard time believing an ati 4600 series gpu can run crysis max at 1920x1080
that seems to be an ok computer, but phenom x4 processors are cheap, and unless that comp is <=$700 USD (if new) i wouldn't buy it.

looks like 450k won ~= $400 USD, so looks like a good deal *doh for not reading all of post*
you might want to buy an nvidia 460gtx 1gb or ati 5770/4850 to replace the gpu if you want to play fallout 3 at max settings

happen to know what PSU is in it?

I'll ask about the PSU. But even with the cheap phenom x4 processor you think with a better GPU it'll be alright?

Anything else I might want to ask him while I'm at it?

Sure, but could I create a better or similar build for the same price? I've been reading around and I'm getting the impression that things get a lot more expensive really quickly. Also, could I not just upgrade what was necessary on this existing build and still come in cheaper than if I built my own?

6 gb ram >$100
phenom x4 + mb >$100
23" 1080p LCD >$100
win 7 home ~= $90
7.1 speakers ??
1TB hd ~$60

the only problem is unknowns, such as mobo, psu, case, usage/wear etc but the parts alone new are over $400
