I may be mistaken, but I think the chip was in the hacker girl's laptop already and Fruehecke (sp?) just followed her from the firing range to her "hacker lair" where the chip was already installed in her laptop so she could intervene.
I agree, it was far-fetched, but sometimes you need to sacrifice believeability in the name of artistic license. Us Anandtech geeks tend to analyze things too much which can ruin the fun of "X-Files"-type shows.
