By the sounds of it, the patch has exposed the 'root' of the CD check in the launcher. If it works, I might think about ditching the DVD. It doesn't spin up once during my play through.

When people were having Securom related crashing issues upon launching the game, the updated file on the Securom website was the Fallout 3 launcher and not the game executable itself. It would be nice if the workaround for people with Securom issues would be to simply run the game's executable directly.

I think the only reason anyone wouldn't run the fallout3.exe file directly is if you actually want to impose Securom DRM. Maybe something a sadist could love perhaps?
