Any high income mostly black neighboorhoods are going to be primarily populated by immigrant blacks who were educated in Africa. Certainly theres no black neighborhoods poulated by native blacks like you describe. If they ever existed it would have been before the 1960s and lyndon johnsons war on poverty and thr subsequent generations of the expansion of democrat welfare programs.

Assert bullshit as fact, then believe it yourself while embellishing it with even more false attribution.

Ah yes the legacy of red-lining.

Redlining is the practice of denying, or charging more for, services such as banking, insurance,[2] access to health care,[3] or even supermarkets,[4] or denying jobs to residents in particular, often racially determined,[5] areas. The term "redlining" was coined in the late 1960s by John McKnight, a sociologist and community activist.[6] It refers to the practice of marking a red line on a map to delineate the area where banks would not invest; later the term was applied to discrimination against a particular group of people (usually by race or sex) irrespective of geography.

During the heyday of redlining, the areas most frequently discriminated against were black inner city neighborhoods. For example, in Atlanta in the 1980s, a Pulitzer Prize-winning series of articles by investigative-reporter Bill Dedman showed that banks would often lend to lower-income whites but not to middle- or upper-income blacks.[7] The use of blacklists is a related mechanism also used by redliners to keep track of groups, areas, and people that the discriminating party feels should be denied business or aid or other transactions. In the academic literature, redlining falls under the broader category of credit rationing.

Contributing Factors

Inner city crime prompted by social and economic isolation
Crime/drug arrest rates: African Americans represent 12% of monthly drug users, but comprise 32% of persons arrested for drug possession
"Get tough on crime" and "war on drugs" policies
Mandatory minimum sentencing, especially disparities in sentencing for crack and powder cocaine possession
In 2002, blacks constituted more than 80% of the people sentenced under the federal crack cocaine laws and served substantially more time in prison for drug offenses than did whites, despite that fact that more than 2/3 of crack cocaine users in the U.S. are white or Hispanic
"Three Strikes"/habitual offender policies
Zero Tolerance policies as a result of perceived problems of school violence; adverse affect on black children.
35% of black children grades 7-12 have been suspended or expelled at some point in their school careers compared to 20% of Hispanics and 15% of whites

predominantly black areas tend to be low income, which is why you're seeing the lack of mobility (cycle of poverty etc).

Did you not read what he was replying to? His question was a deflection. It's what he does.
He simply asked how much money was spent. (Generally one asks that as sarcasm when its something obvious like a study that proves water makes things wet.) Given what he bolded, I'd say that's a safe assement.

In fact, ONLY in a discussion like this with lefties just slinging any shit they can and doing the usual yelling racism blindly, would any lefty anywhere find any disagreement what-so-ever with what he bolded being completely unarguable; as obvious a conclusion as water making things wet.

You even bolded your response as though you were answering his question, but it appears as usual you simply didn't understand what was.being said.

Yep. As usual you didn't understand what was being said.

The funniest thing about you is you're so stupid you even give yourself away in your attempts at insults.

So you're clearly out to score "internet points" (apparently this has some deep meaning for you) and when you see a nehalem post your first thought (using that term loosely when applied to you) is that you can score some off him because you think you're actually smarter than him.

But actually of course you're extremely stupid and didn't even understand a simple bit of sarcasm.

Sorry, you failed to score "internet points" off what you consider an easy mark. You might try actually comprehending what's been said next time.
