It's dependent on altitude and contrast of temp of the exhaust and air at a given altitude. Increased moisture can cause them at lower altitudes....when there is moisture in the air, the contrails will seem more fluffy...if it's drier, they'll be a lot smaller/finer.

Yep, IIRC depending on the above conditions there is a layer in the atmosphere where they will form.
