He's obviously ultra-mega high. Believe it or not I lived in CT for awhile and found that a lot of people there do a lot of very weird drugs. My guess is this kid is on bath salts or some kind of research chemical he ordered from a lab in China.

His pupils were so dilated there was no iris left.
