WTF, it's been a long time since I had to play the format game. The boot diskette that came with win98 is corrupted so I made a boot disk from another win98 machine, did a format c:/s, rebooted, chose option 1 (installs cd-rom drivers), insert win98 cd, f:\setup, "This program requires Microsoft Windows." What's with this???

It means, you are trying to run a windows program in DOS. navigate to the "win98" folder ("CD win98" at the f:\ prompt) and run setup from there, that should be the DOS setup utility. I'd make sure you load smartdrv before the install or it'll take some time.
 
I don't think it would make any difference, but copy the "Win98" folder
to your Hard drive first. I usually just run the setup.exe file in that folder.

You may have an upgrade version. I am not sure but that would be a logical requirement for an upgrade version.
 
I did copy it to the hard drive. Same results.

I have the full version. So, when I first installed my old Win95 and then tried to upgrade to Win98, it said that I must have the upgrade version.
