This is very annoying.

I have a mod .exe for HL2 in the My Documents folder. When I try to delete it it says a program is using it!? Nothing is using it. Steam is closed and the only thing running besides anti-virus and firewall is the My Documents folder.
What could be causing this and what can be done about it?

All help is greatly appreciated.

try rebooting in safe mode and deleting it.

then try rebooting in safe mode with command prompt and deleteing it.

then try booting from the windows cd and entering system restore mode and deleting it.

then try booting from a dos floppy/cd or linux cd and deleting it.

then end yourself because if you can't get it by one of the above options you shouldn't be on the internet.

Boot from a Knoppix live cd and or use KillBox to replace the file with a dummy file. KillBox works wonders.
