Nude kid photos are illegal if done solely for a sexual purpose. Nude kid photos are legal if done for any other purpose. Look at National Geographic or the Travel Channel as examples, nude children are there quite frequently. Clearly this was done as a joke, thus it is legal.

I dont mind about the pic, i found it funny.But im shock to see that on the internet.Where all the pervs are.

Internet should be a place where kiddies semi-naked, naked picture should be banned and heavily punishied, to make sure those perv wont get their hands on those pics.

It just is an impossible task. No government has the manpower to do that. For every one picture they take down, ten thousand more will go up. I realize that you have a noble cause. But it is just unrealistic.
