OK, i'm on a tight $1,000 budget and I want to Build my own computer. I did a lot of research on all my computer parts for a very long time, but I still think its not enough. I also wish to OVERCLOCK to get the most performance out of the product. Thats where you guys come in. Here I have a list of all the components I want to Buy. Well you listed a 350w psu and then a 430w psu later on in your post, not sure which one you're looking at - I'd go with at least the 430 if you plan on overclocking. Might want to go with faster rated ram too, if overclocking.
 
Dude, in all honesty maybe consider going for a "less quality" set of ram. See if you can find some Kingston HyperX or even ValueRam deals. This might sound like a travesty to overclockers but from the system, you're probably trying to O/C the mobile to at least 2.3-2.4 ghz so you get the ~3200+ speeds. ANY stick of PC3200 ram will accomplish this task and regardless of it's valueRAM name, Kingston chips are pretty high quality. They can probably easily hit 210+ fsb which is gonna be the upper limit of your overclock anyway. Best Buy has frequent kingston deals and you can often find HyperX going on sale for $100-120 and ValueRAM going for $70-80. This'll save you a decent chunk of money and still get you a nicely overclocking system.

As an example, I have two sticks of two year old PC2100 ValueRAM (133mhz). These sticks stably overclocked to 160mhz before they became Prime unstable and 170mhz before they became totally unstable. I've since replaced it with PC3200 sticks for better overclocking...but you get the point. Just because the name has "Value" doesn't mean it's not good.
