It's a biological thing. Back when men were beating things over the head with big wooden clubs and when our appedix were still used, big breasts on a female were a sign of fertility. The women with the biggest breasts usually had the strongest offspring and therefore was considered a worthy mate.

I forgot where I heard/read/saw this, but apparently, back in the 50's breasts were marketed(?) as being desireable, and since then it has become an integral part of American culture.
Personally, I'm more concerned with how the girl looks overall. If she looks great with a small set, then so be it. I'm not one to complain.
