haha so does that mean the board is worth nothing? :p
Or does it mean the chip is worth nothing?
Or both of them are equivalently useless?

haha I love when combos are better deals than the individual parts!

Will someone tell me what OEM means? I know that it stands for original equipment manufacturer, but as opposed to what??

As opposed to buying a full retail packaged item.

original equipment manufacturer = oem
stuff that comes without boxes, extra goodies(hsf) and has shorter warranty(usually much shorter)
sometimes has to be purchased with other qualifing products

OEM is what a big company like Hewlett Packard would buy to build their computers. They don't want to have to open thousands of retail boxes to get to the Pentiums that they need on the production floor, so they buy them in bulk. Often retail resellers buy a case and sell them off individually to people like you and me.

The three things missing from an OEM processor (that are found in retail packs) are usually the heatsink/fan, the manual and the 3 year warranty. I like the 3 year warranty, so I try to find retail when it's priced right. If an OEM is priced super low (like the Athon 1600+ chips that sold for $55 a few months ago) then they get really tempting.

Hope that that helps.
