Why not between the heatsink and the fan? (That would make as much sense as putting it on the rubber cpu grommets)

I think he misread Arctic Silver's guide on applying thermal paste

Notice the 4 pads are similar color to the AS5 paste, thus he mistakenly believed that it was actually thermal paste that belonged on those 4 pads.
