This is similar to the crazy prank I kinda wanted to pull when I was in my late teens. Simply, it was to take a large old car, leave it in a parking lot after making it so stinking heavy that nobody could remove it or tow it away. Fill all four tires with concrete; remove suspension componets & replace with precast concrete parts so suspension would not collapse from the weight; remove seats, door panels & dash and fill the passenger compartment completely with concrete; empty out the trunk & engine compartment and fill them up too. Then sit back from a safe distance and watch the fun.
