Ignoring the psychological differences an eight foot wall is VERY different than your normal 5.5-6 foot wall. At eight feet you will need something to stand on to even reach the top. Furthermore, there is nothing for the person to grab on to. The concrete itself is very smooth (as opposed to brick and cinder block). The guy also mentioned adding a rounded top or glass. Both prevent someone from using that as leverage to lift themselves up.

They only survive in the sense that they don't drown. They rot faster in water, and with animals eating at them.
