We used to joke about our high school vice principal, he was the sort of ignorant opinioned person who was disbelieving of anything that didn't fit his preconceived notions of how things should be. In other words, a typical high school administrator. The joke was that you would mention the internet to him, and his response would be, "Show me this Internet! I want to touch it!"

What an awesome intro.

For years they've been saying these things [computers] would change the world. Would mature from adding machines and typewriters to tools of the human spirit. Now maybe it's coming true, [dramatic pause] because of Internet

That video has to be at least 1993 if not earlier. By 1993, we had at least some rudimentary graphical systems(although the World Wide Web hadn't been popularized yet), so it would seem to be that this would be in the BBS/Internet merging era. My gut feeling here is that this has to be pre 90's, since a quick search of the Congressional Record shows the Internet as being mentioned as early as 1989(they mentioned that Congress was soon going to take a look at it), and I can't search farther back than that.
