If you're poor, often the choice that you have to make is between having a roof over your head (which might fall down in the rare case of an earthquake) or being homeless. Many of these people are simply getting the best quality that they can afford.
What's sad is that if we didn't have building codes in the US, people would still choose the cheap & shoddy option so that they could get a nicer car.![]()

In Hong Kong they use bamboo for scaffolding. Strong shit it is.
