Serious question - why does Trump act as though he knows exactly every single detail about Biden's plans for everything?

(I mean I know the actual reason but I find it comical how he claims he knows more than Biden does about his own plans)
 
If I was Biden I’d tell trump that if he has a better health care plan present it to the house and the democrats will pass it.

BIG YIKES, that's not true at all. They didn't order the plans gone, but the consequence was the elimination and restructuring of MANY plans.
