Well, it does come down to shouldering responsibility. Crap rolls uphill as well as down since managers can take the axe if something really bad happens, while a technical grunt with knowledge that is essential to company operations can wade through the same situation with minimal problems (maybe a reprimand) -- seen that happen. Of course, you're in charge, and you make more money. Some people like the challenge while others just want to plug away without worrying about "management" issues.
