There is money to be made there. Back in the 60's when we thought the USSR was going to nuke us my father built two or three bomb shelters. He built them out of reinforced concrete with several feet of sand around them to absorb the shock wave. Interesting times.
The problem now is most of the "preppers" are poor, or diy sorts. Can't make an honest buck off those folks.
